If it is really good news - Govt. actually utilizing Factom on grand scale- we might even go parabolic. If its bad news Factom might move near All-Time-Lows around 60-70k Sats.

News seem to be heavy on the negative side - Bittrex delisting FCT for US-Customers ; no more margin Trading on Poloniex (<- may be neutral or positive aswell).
